Nonprofit corporation funded the by U.S. Congress to protect and advocate for legal rights of people with disabilities in Texas.  Provides services to people with developmental disabilities, mental illness, and those receiving (or wanting to receive) services from the Texas Rehabilitation Commission (TRC).  Through a fourth program, Protection and Advocacy of Individual Rights, some services are provided to those ineligible for services from other programs.  Also, AI has a fifth program for Protection and Advocacy for Beneficiaries of Social Security.  This program provides services to SSI and SSDI recipients with disabilities who want to work.  AI is separate from state/local government and is staffed by attorneys, paralegals, social workers, psychologists and rehabilitation specialists.  The North Texas Regional Office in Dallas serves the DFW Metroplex and surrounding counties.  Five other regional offices and the Administrative office are located in Austin.  Due to high demand for services, each year the Board selects issues (Priority Areas) on which to focus.  Case level services can only be offered in these priority areas.

The Arc of Dallas, part of a national organization, was formed in 1951 to improve the quality of life for people with developmental disabilities and conditions related to mental retardation. It is a private, nonprofit agency that serves people of all ages, their families and professionals. It is funded by United Way and through corporate, foundation and individual contributions. Many of The Arc’s services are free or very low cost and are generally available to residents of Dallas, Collin Ellis, and Kaufman Counties. No diagnosis is required. Programs and services include:

  • Information & Referral: Staff is available to answer questions regarding local disability organizations and services, and to assist with information on issues such as guardianship, educational rights, the ADA and other concerns. Information, referrals, and disability-related links are available on The Arc’s website at www.arcdallas.org.
  • Continuing Education:  Arc LIFE (Learning is Fun & Educational) offers a variety of classes and activities for students ages 5 and up, designed to help move people toward greater self-esteem, self-sufficiency and ultimately toward independent living. Teachers also offer students the opportunity to express themselves artistically and culturally. Independent living skills are also learned and reinforced.
  • Social & Leadership Activities:  Arc LIFE also includes opportunities to enhance social skills, meet new friends and have fun away from home. Activities include dances, bowling and other special events. Leadership Institute helps adults learn about becoming leaders among their peers and in the community. Advocate Leaders is a group for adults with mental retardation who learn to advocate for their own rights.
  • Parent & Professional Education: Great Expectations Life Phase series helps parents and families understand the various transitions, needs, and services their loved ones will need at different stages in their lives. Professionals can also benefit from these seminars. Topics include Social Security, Guardianship, ARD meetings, educational rights, Transitioning from school to adulthood, and much more.
  • Assistive Technology (AT):  The AT Program offers computer classes, and use of its accessible computer lab. AT assessments, recommendations, and research are also provided, as needed.  Adaptive software and devices are available to help individuals use computers more independently. Ages 5 and up may participate in programs.
  • All Kids Can!:  Provides disability awareness curriculum for students of all ages. The goal of AKC is to help students understand and respect others, regardless of their abilities. For more information, visit the AKC website at: www.allkidscan.org.
  • Justice Information Initiative:  This program, made possible by a grant from the Office of the Governor, Criminal Justice Division, provides a bridge of education and communication between the justice system and those with mental retardation and related disabilities. Education is available for judges, attorneys, probation and parole officers, as well as police officers.   • CareGiver Central: The goal of this program is to provide a vehicle for service providers to reduce staff turnover while maintaining and/or improving the quality of training for direct care staff. CGC, funded through a grant from the Texas Council for Developmental Disabilities, includes the development of an employment pool of screened and trained staff available as vacancies and urgent temporary employment needs arise in member agencies.

CDDS provides community inclusion opportunities for adult consumers with mental retardation to choose careers and community life styles. This may include training in the community (malls, transportation, libraries, grocery stores, etc.), vocational training at the service center (work adjustment, etc.), and providing employment opportunities (job development, job matching, job coaching, etc.). The goal is the individualized process of matching the desires of the consumer with opportunities provided by the community. Staff is available for early morning or after-hour consultations. IHFS is a consumer-driven program that provides up to $3,600 per fiscal year to eligible individuals and/or their families to assist with the purchase of goods or services related to a disability. To be eligible, an individual must: (1) have a diagnosis of mental retardation, autism, pervasive developmental disorder or developmental delay; (2) reside in Dallas County; (3) meet the income sliding scale; and (4) exhibit a need for the assistance. This program is a support service that provides payment to respite providers selected, monitored & supervised by the caregiver of an individual with mental retardation, pervasive developmental disorder, autism or developmental delays. The office will make a confirmed 30‑minute appointment for the caller to see an attorney to discuss their problem. There is a minimum charge. Anything over and above the initial consultation fee is arranged with the attorney involved. Service is available provided the caller does not already have an attorney. Office hours are 8:30 a.m. – 4:30 p.m., Monday – Friday, and the potential client does not have to appear in the referral office. Referrals are made by telephone and attempts are made to locate an attorney in the caller’s geographical area.

The SMU School of Law offers four legal clinics that provide counsel to people who are financially unable to employ an attorney on a fee basis.  Not all of the clinics operate all year and they only take certain cases/problems. Call regarding eligibility and hours of operation.  The clinics are:
 
·        Civil Clinic:  covers civil matters
·        Criminal Justice Clinic:  handles criminal matters, excluding felonies
·        Tax Clinic:  does not help with filing returns, but does assist with tax problems
·        W.W. Caruth, Jr. Child Advocacy Law Clinic:  helps only children; court-appointed cases only

Community education and free legal assistance offered for low‑income residents of Dallas, Collin, Ellis, Fannin, Grayson, Hunt, Kaufman and Rockwall counties. Priority problem areas: housing, family, consumer issues, civil rights, education, health care, public benefits and employment. Provides volunteers/students with opportunities to assist in civil legal service delivery to the poor.

Offers reading classes for adults using a multi-sensory curriculum developed by Texas Scottish Rite Hospital; Adults (18 and up) with average intelligence are eligible.  Classes are free, although students are asked to purchase their books (average cost $15.00).
